The concept is real simple.   Put a camera on a remotely controlled airframe (drone) put it in the air and take some pictures or videos.  But thats where things actually start to get tricky.  In the USA to fly commercially you need to become a certified remote pilot under FAA’s Small UAS Rule (14 CFR part 107).  The FAA may assess civil penalties up to $27,500. Criminal penalties include fines of up to $250,000 and/or imprisonment for up to three years.  Companies or individuals that hire non certified pilots can also face very stiff penalties.   As of the middle of 2018 the FAA has started enforcing its regulations.
